The idea is to get BIG puffy teased curly hair.

I think it depends on the length and thickness of your hair. When I curl my hair out like this- it takes me about 1 to 1.5 hours- my hair isn't very long (hits my mid shoulder)- but its thick and i have a ton of it. And gets super pouffy when i brush out the curls. Its pretty awesome- if thats the look you're trying to achieve.
