At 2:30 there's a moral of Derek Wood & David Howes, who were two British army soldiers which were beaten by Irish Republicans in 1988.So I suppose that links this song to Ireland hence "It's the same old theme since 1916", which as others have commented, The Easter Revolution.

1641 to 1652, 500,000+ Irish Catholics were Killed by the English & another 300,000 were sold as SLAVES.Irelands population fell from about 1,500,000to 600,000 in 1 decadeBritish did Not allow Irish dads to take wives & children with them across the Atlantic. This led to a population of homeless women and children. Britains solution was to auction them During 1650s, 100,000+ Irish children between the ages of 10-14, sold as slaves in West Indies & New England Proclamation of 1625

Short history lesson"It's the same old theme since 1916" Refers to Easter Revolution of 1916 which started the violence in N. Ireland between England & the Irish Catholics. Easter rising of 1916 did Not start the violence in N Ireland, but a 6 year military campaign by the Irish that Forced Britain to realize that they did Not belong. In the treaty that followed, Brits refused to give up 6 of the Northern counties.N Ireland has been a war zone last 40 yrsEnd The OCCUPATION!
